Papal Reform Shrinks Propaganda Jurisdiction Worldwide

A Pontifical decree announced in Rome reforms the Roman congregations, removing Great Britain, Holland, Canada, and the United States from Propaganda jurisdiction and shifting civil and criminal litigious matters to the Rota and Segnatura. The reform, effective next November, expands the international Rota and elevates the Segnatura with cardinals, while a new canon law code by Cardinal Gasparri follows. Washington notes the shift allows US and other affected countries to deal directly with the Papal Secretary of State.
