Washington July 1 The President insists on no war declaration while pursuing diplomacy to avert conflict with Mexico. American troops may withdraw to Colonia Dublan as talks continue, aiming to police the border and pursue bandits, with plans to avoid friction while carriers of threats from Carranza are addressed.
German artillerymen are manning Mexican big guns and reserve officers direct Mexican army movements. German money backs Carranza's defiant attitude, with a paper found in Juarez ordering German officers to report to the Mexican commander at Juarez, convincing border Americans the reports are true.
The city reports twelve more child deaths from infantile paralysis with fifty two new cases to the Department of Health. General O Ryan and staff depart from New York, and several regiments face delayed departure while some units are reassigned or reorganized for field artillery. Footwear shortages hinder equipment delivery, and camps at Tobyhanna Penn are designated for battery training.
Galveston dispatch reports two American sailors from the cruiser Salem wounded in a Tampico clash with armed Mexicans last Tuesday. Passengers aboard the Wolvin liner Dade from Vera Cruz said two Salem men were fired upon near the Tampico jetties. The fire was returned. both Americans were described as slightly injured.
