Oriental Bank Run Fails to Close Despite Aid Talks
Depositors at the Oriental Bank of Broadway and Bowery faced long lines and frantic demands for cash as word spread that only a meeting of directors could decide if the bank would reopen. President Huck Kelly said the bank would meet all withdrawals today with about $1,000,000 of internal funds and that several banks offered $1,006,000 in aid on condition of collateral and director guarantees. Some directors refused the guarantee, delaying outside help, while the Bowery branch drew a multiracial crowd requiring police control. Kelly noted reports of outside rescues from Thomas F. Ryan or Hetty Green were unfounded and cautioned that the outcome depended on the daily Clearing House debit and a director vote tomorrow.

Alliance talk on Japan and England guarded by old pact
A French service piece notes Sir Wilfrid Laurier’s Canada Japan speech risks misinterpretation. It argues the 1905 revised alliance limits armed cooperation to specified territorial rights and does not compel Britain to join Japan in any offensive action. The Vancouver fleet scenario is deemed inconsistent with the treaty’s intent and neutral practice.
