Portsmouth England January 26 In well informed naval circles it is understood that the next British naval estimates will provide for four Dreadnoughts two armored cruisers eight small cruisers twenty four torpedo boat destroyers ten submarines and five thousand additional men.
Paris reports the Seine cresting as floods threaten the Louvre sculpture gallery and the Venus of Milo. Gas mains burst, quays collapse, and the subway fills with water. Officials race to build cement walls while many districts, hotels, and the government center evacuate. Public relief funds rise to nearly 100000 dollars.
Queens former County Clerk Niederstein, who retired January 1, is blamed for an overdue December mortgage tax of about 12 000 dollars. Reports show the City Chamberlain awaiting the money as officials cite illness and ongoing recovery at his Sullivan County cottage. The case prompts review by the State Tax Commissioners after repeated requests and a registered letter. The present County Clerk Martin Mager notes funds were not in the office and pledges monthly bank deposits of mortgage taxes.

Philadelphia January 26 A stranger named Stephen Brown of New York City entered Henry Ruetchlin president of the Textile National Bank home and demanded 500 with a loaded pistol. Mrs Ruetchlin screamed as a desperate tussle occurred in the hallway and kitchen before police arrested the intruder.
Reported early returns show Prime Minister Asquith and War Minister Haldane reelected as cabinet members. The Liberal government leads with 345 seats to 255 for the opposition Unionists, a net gain of 98 for the Unionists to date.
London reports that the coalition captured 345 seats with a 90 seat lead over the Unionists and a broad Liberal Labor majority expected. Nationalists may be blocked in Ireland while Liberals and Labor solidify power, signaling a large budget friendly majority and weak Lords opposition.
Wholesale meat dealers report demoralized market with beef and pork prices sliding from last week. Retailers expect further cuts, with beef down by two cents or more and pork at about 12% cents per pound. Milk and eggs see declines as well, while traders anticipate continued weakness into February.
At a Lahore trial, an alleged Indian conspirator outlined plans for an independent Indian kingdom with a king, an imperial council of five, a house of princes and a house of commons with thirty members. Delhi would be the seat of government.

Berlin Jan 26 The Emperor while returning to the castle from the Zoological Gardens found an unconscious man and immediately attempted to revive him. He ordered a cab for hospital transport and later telephoned to learn the patient’s condition. The man, an unemployed worker, had fainted from exhaustion and hunger. The Emperor pledged aid in finding him work and arranged hospital care.
Rear Admiral Charles S. Sperry told the National Board of Trade that during a yearlong world cruise with the American battleship fleet he did not recall seeing the American flag at sea at any port outside Northern Europe, underscoring the poor state of U S shipping.
Miss Elsie Harrington Fitz gerald of Manhattan was awarded $20,000 by a White Plains Supreme Court jury for the loss of her right hand and part of her arm in an accident at the Cadillac Hotel laundry. She had sought $50,000, claiming she could not work again.
The Kentucky House approved a resolution urging a constitutional amendment to permit an income tax by a 69 to 7 vote. The Senate had not yet acted on the proposal. Brown's Bronchial Troches advertise relief for hoarseness and coughs.
Washington reports that no tariff war with Germany is expected if talks continue to progress. Germany concedes the need for some discrimination against American live cattle but seeks minimum German tariffs in return. If no deal by February 7, status quo may extend to March. France's stance risks a tariff clash as imports rise.
