Attorney General Wickersham issued the opinion for Secretary MacVeagh. U S bonds outstanding exceed 913 million dollars with over 700 million pledged to secure circulation. Annual interest on federal debt totals about 21.275 million dollars.
A runaway horse attached to a light wagon bolted near Fifth Avenue and Fifth Street, smashing a taxicab tonneau and throwing two men from the wagon. Owner James Walls and his employee Jack Johnson escaped injury, with the horse later captured nearby. The incident occurred as Walls towed a truck horse and was driven west on Fifth Avenue. The taxi was driven by Daniel Donovan.

Joseph J. Ryan youngest son of Thomas Fortune Ryan wed Miss Nannie Morse at St. Gregory's Church in Baltimore with Bishop O. B. Corrigan officiating. The couple sought privacy and the Morse family recently stayed at the Richmond Hotel near Georgetown.
Archibald Graham Reid of Baltimore and Miss Marion Lindsay Clark of New York eloped after a New York ceremony. Father Frederick Clark attempted to intervene by long distance call, but the couple hoped for parental blessing in Flushing after a Trinity Episcopal rectory ceremony and a hotel registration as Graham Reid and wife.
The Gazette notes a possible marriage within months between Princess Clementine youngest daughter of the late King Leopold and Prince Victor Napoleon. Leopold opposed the match earlier due to France ties and fears for a French throne alliance.
A buck with spreading antlers was struck and killed by a locomotive on the West Shore Railroad in West Haverstraw this morning. The deer stood in the tracks when hit by the headlight beam.

The Evening Post reports a bribery claim by Senator Benn Conger of Tompkins County against Jotham P. Allds the newly elected Senate leader. Conger alleges Allds accepted pay to defeat a highway bill affecting bridge work, a claim Allds denies in a published letter and calls libelous.
