In Washington the Civil Rights bill debate grows heated with Gen Butler clashing with Mr McLean over law and punishment. The Senate considers a Hawaiian reciprocity treaty, while Treasury seeks more revenue and tariff options. Also discussed are Mississippi river jetty plans and internal revenue relocations for officials.
Albany reports no Republican caucus unity on blocking city department changes that affect officeholders. Debate centers on Tompkins Square Bill defeat, Governor Dix veto history, and possible concessions. Midland Exemption bill defeated after vigorous Assembly debate amid constitutional concerns and party lines.
A cave in fright and flames at Osage Mining Company shaft trapped thirty workers and three boys. Fire raged with little water as steam engines and water were poured to douse the blaze. Miner Marke descended to rescue those beneath ground and all men emerged by four o'clock unharmed, town reveling in the remarkable display of courage.
The Ways and Means Committee resumed public examination into Jay Cooke & Co. chief officer Mr Win Tenary of Corning testified he had no personal knowledge linking the bank to John G Schomsker. Two $20,000 checks and two deposit slips were noted. the committee adjourned to review the books and secret records.
At a Liberal party gathering 137 members elected the Marquis of Hartington as leader. John Bright presided and lauded Mr Gladstone's retirement, with Morley backing Hartington. Hartington, elder son of the Duke of Devonshire, has held several ministerial posts and is seen as a steady liberal voice.
