The city faces a two week delay in filling its National Army quota as only 94 of 189 local exemption boards have reported. Officials warn that late notices, examiner shortages, and insufficient blanks slow examinations and affidavits, with central office reporting progress uneven across boards.

In Bayamon two weeks ago a brief protest led to arrests of Luis Pens an anarchist and Jost Alicen both tobacco workers, plus Pedro Moreno printer owner. Police handed them to federal authorities who released Pens and Alicen on bond and raised Moreno's to 5000 dollars bond.
A portion of the men examined yesterday waived exemptions. About one fifth of the examinees consented to accept conditions, with details indicating the process yielded several waivers and approvals.

Camp Edge reports Lieut Col Mathers mustered out of the 3d Jersey Infantry amid discontent over promotions. The removal follows recent musterings of Col George T. Vickers and others, fueling criticism that trained men are being dropped while less-experienced recruits rise to captains and lieutenants. Governor Edge, after a conference with General Franklin J. Bell, announced a new State Guard formation to begin immediately with 3,000 volunteers.
Chicago August 6. Allegations of favoritism by several Chicago exemption board members were admitted by Major Chiperfeld who said an ongoing investigation would determine if the boards acted improperly. Kingdon Gould, newly married on July 2, claimed exemption from military service as his draft hearing began in Toms River New Jersey. He reportedly slipped from the courthouse through a back door as exemption officials weighed his case, arguing that a wife and child depend on him for support. The elder son of George J. Gould and his wife Annunciata Lucci was examined and found to be eligible for consideration, with Gould stating his view on his own draft status.
