Paris April 4. Premier Waldeck Rousseau underwent an immediate operation for phlegmon beneath the tongue after doctors found inflammation and swelling. He improved by noon but remained delicate and a Cabinet meeting was postponed as physicians ordered another procedure.
Paris April 5 The secretary of the Panama Canal Company said in an interview yesterday he had no information of any Morgan effort to raise funds to buy the French canal concession and that completion of the canal within eight years is a certainty.
Mills Brothers of Hoboken say they will control the peanut market after buying all peanuts in Chicago Boston and New York markets and 125 carloads in Norfolk Virginia. J Mills reports prices rising from 70 to 9 cents a bushel as the firm claims to hold the entire available supply.
About a dozen men from major iron producers attended a session at the Waldorf Astoria Hotel, adjourned from Philadelphia. Represented were Jones & Loughlin Pittsburg Cambria Steel Johns town Pennsylvania Steel and Lackawanna Steel Scranton. Discussion focused on possible bar iron price changes, with no plan against United States Steel Corp. rumored. another meeting was slated at 10 AM with Schwab and US Steel silent on organizing to oppose or join any alliance.
A foggy collision near the New Jersey Jockey Club grounds in Elizabeth killed fireman John Cronin and seriously injured engineer Frank Mahoney of a Newark bound passenger train. Dozens more passengers were shaken or bruised as both engines and several cars derailed and blocked the road. Cronin died at General Hospital, Mahoney was taken to Jersey City, and a rider from Somerville suffered a head injury.
Captain Yule of the British steamship Myrtledene reports a submerged obstruction off Cape Thomas Brazil, once marked as a rock on admiralty charts. The large wooden vessel lies bottom up, held by anchors, sometimes submerged, posing danger at night. authorities should remove it. The Myrtledene arrived at Philadelphia from Carrizal with 1,249 tons of silver ore and 2,400 tons of manganese ore.
In Chicago on April 4 a reported $1,000,000 in bonds from 1873 were found in the City Controller's vault. The bonds, issued by the Chicago and Great Western Railroad, were believed collateral for a City Treasurer deficit. Officials and banker John R. Walsh called the securities likely worthless, dating the road as a failed balloon scheme.

The Commissioner of Internal Revenue ruled on bucket shops tax status. Holding a broker’s special stamp under Section 2 does not excuse liability for additional tax under Section 8. Beyond exchange activity, the broker also conducts transactions described in the third subdivision of Section 8.

Appellate Division upholds tax ruling requiring Mr and Mrs Bradley Martin and Mrs Eliza beth Sherman to pay 15000 in personal taxes for 1899. Martins testified they lived abroad, but the court found their residence not bona fide or permanent, sustaining prior decisions.
Theodore M. Banta sent a notice to Holland Society members in New York announcing that at the upcoming annual meeting Arthur H. Van Brunt would be nominated to replace ex Senator C P Vedder of Ellicottsville as trustee. Vedder said he knows of no reason for opposition and learned Judge Van Hoesen had placed him in nomination. Bergen, a society member, denied any trouble or notice. Banta declined to comment.
A northbound Madison avenue horse dashed into a passing car between Fifty sixth and Fifty seventh streets last evening, smashing several window panes and causing panic among passengers. The horse, owned by Robert Hall and driven by James McKenna, was startled by an electric car and halted before deeper damage occurred. no one was hurt.
At Manila April 5 Lieutenant Frederick Boyer of the 39th Volunteer Infantry and Chief Commissary for the Second District of Southern Luzon arrived at Calamba Laguna charged with misappropriating fifty cases of bacon and other irregularities. Shortage in Manila depot alleged at 5,000 pesos. In contrast insular funds administration praised.

Three arrests by Brooklyn police. two cases heard from prior days. Also notice on ferry service disruption at West 42d Street due to repairs. Ferries run to West 3d Street until 6:00 A.M.
