Customs Rulings On Paper Import Weight Dispute
The Board of States General Appraisers ruled that Im- 5 are liable for extra duties when imported paper gains weight from moisture during voyage. Rose & Frank of New York faced 44 bales totaling 22 040 pounds, or 24 490 pounds landed. The Collector allowed 20 pounds per bale. Importers argued voice weight should apply since excess weight came from moisture. They showed moisture loss after warehousing reduced weight, but the protest was overruled and the Collector’s assessment affirmed.
