London Times reports the Paris correspondent claims European ladies looted luxury goods in Peking after the legations were relieved. Silks, lace, jewelry, gold and silver, ivories were taken and hidden within the legations, according to the dispatch.
Shanghai reports a new tariff on textiles making up 60 percent of imports, endorsed by merchants of various nationalities and approved by Customs on Sir Robert Hart's orders. Customs procedures under the protocol proved unworkable after one day, duties were postponed for a fort night, trade dislocated, and matters are now said to be adjusted.

He denounced basing assessments on market capital stock values and warned of millions in costs. He called market valuation a cheat and likened it to gambling, arguing revenues would be ill used and that speculators fleece lambs in stock prices.

Elwood Indiana Carnegie has given 25000 dollars for a public library building. The Board of Directors accepted and the building will be named The Elwood Public Library. The choice of name is said to appease labor unions opposed to accepting Carnegie funds.
