Peking reports 11 regulations to end opium cultivation and use within ten years. No new ground may be planted, existing crops reduced by ten percent annually, and dens closed within six months. All users must be registered, opium purchases limited to registered individuals, with penalties for noncompliance and officials urged to lead by example.

The court overruled the general demurrer and the case proceeds to trial on facts next Monday.
