Washington October 21 The income tax starts tomorrow and the Treasury issued new regulations on the 1 percent normal tax for individuals and withholding at the source. Rules require landlords paying rents over 300 to deduct and remit the tax. banks and corporations withhold for employees and other payments as required. Exemptions apply to certain incomes and a minimum annual income triggers filing in March.
