The Federal Trade Commission charges excessive profits across key industries including meat packers and flour millers. The agency urges Congress to impose large excess profits taxes, citing inflated consumer prices and padded salary rolls as part of profiteering during wartime.
President Wilson vetoed the annual Post Office appropriation that funded pneumatic mail tubes in New York and other cities and urged substitution with motor trucks. Congress passed the bill over the veto, and the Post Office plans to switch to trucks, though immediate capacity may limit full replacement. Thirteen Democrats, ninety-nine Republicans, and one Socialist backed the override.

A Russian dreadnought named by Bolshevist authorities as Svobodnaya Russia formerly Empress Ekaterina II was sunk by a destroyer. London dispatch reports Vice Admiral Sims states German submarines on the Atlantic coast have no bearing on war outcome. He calls the enemy’s long range operations a sign of weakness and argues victory hinges on concentrating effort in European zones.
The War Department reports major aims for rapid air power. Handley Page and allied aviation leaders propose 10,000 American bombing planes to fly to France by next spring, with a four leg Atlantic route via Newfoundland Azores Portugal to reach the front.
A New York Times special cable reports Germany suppresses news of American troops in France. Officials claim few Americans are on the front, labeling soldiers as rare curiosities in Cologne displays for the German Red Cross with signs calling them rare specimens.
Special cable from London reports Kerensky asserting Russia is not beaten or out of the war. He says Russia will resist German terms and Brest-Litovsk and will regroup for a fresh spring, warning Germany must dominate or fail in Russia. Adx for Morris Schrader mineral water appears.
Amsterdam dispatch notes Dr Kuhlmann has not resigned and Berlin circles doubt a crisis. Norddeutsche Zeitung defends the Foreign Minister while Germania urges Kuhlmann to stay but signals his likely departure. Vorwarts calls for Hertling to go with the government.
American forces concentrate on the Cantigny region repelling the foe at Bligny and rescuing 40 prisoners. Armored units and infantry mounted a raid to strike enemy lines and retrieve captives as part of ongoing offensives.
In the Merville region heavy artillery duels raged for twenty four hours as the British conducted a surprise attack. Prisoners taken include officers and 302 other ranks, with two field guns twenty two machine guns and one trench mortar seized. German losses in killed and wounded were severe. British air forces operated over the area.
