The Aldermen debated use of department cars after hours in a session led by President McGowan. The Street Cleaning Department sought 8500 for two new vehicles, while critics urged cheaper options. Edwards argued for quality autos, others pressed for curb costs and Sunday usage inquiry. The motion failed amid tense questioning and broader budget actions followed.

Juvenile delinquents under 16 are not criminally charged but deemed delinquent, with reformatories and charitable institutions used instead of prisons. Probation has saved thousands of lives and millions in future state costs. The court credits the New York Society for the Prevention of Cruelty to Children for crucial aid and cites 150 boys placed in summer camps last year.
