Crusade Against Beggars Increases Vagrancy Squad Traffic
Commissioner Partridge assigns four policemen to curb street begging in the city in cooperation with the Charity Organization Society. The plan, evolved from 1897 under Theodore Roosevelt as Police Board president, centralizes information and aims to steer mendicants toward honest work or departure from the city. In two months twenty-one non residents were paroled or placed with probation officers. An officer from the society will handle complaints at 105 East Twenty-second Street, with warnings and inquiries preceding arrests.
