Customs Board rules dominoes not toys for tariff

The Board of United States General Appraisers ruled dominoes are not toys under the Dingley tariff and must be dutyed by material value. The decision follows a protest by A Forster & Co of Philadelphia, who faced 65 cents per pound and 25 percent ad valorem under celluloid manufactures. General Appraiser Sharretts notes dominoes serve adults and children, thus not toy classified. The panel also sustained A H Kent of Newark on unfinished Welsbach mantles at 20 percent as enumerated manufactured articles and reversed Newark appraiser’s 45 percent ramie duty.
