Special to The New York Times. Washington July 23. Speaker Clark admonished Representative James W. Bryan after he brandished his fist toward Representative Martin B. Madden during a dispute over a speech in The Congressional Record. Representative J. Hampton Moore argued Bryan had attacked his ethics as the fight nearly escalated with Hawley between them. Bryan later said he moved toward Moore to curb him if the term bar had been used, and the Speaker delivered a lecture on decorum afterward.
A widespread heat wave sweeps the country with many spots reaching 100 degrees or more. Washington tops the East at 98 while Chicago hits 100. The Weather Bureau offers no immediate relief and New England remains cooler with no danger of spread.
Justice Mills ordered Henry A. Siebrecht, florist of New Rochelle and Fifth Avenue, arrested on the charge of failing to pay $350 in alimony owed since May. Mrs Juda W. A. Liebrecht, who won a divorce decree, had $100 monthly alimony under the order. The Liebrechts’ case has spanned two years with appellate reversals and retrials.
In Lima on July 2 a conspiracy against the Government was uncovered and many plotters were captured at the residence of Dr. Gerardo Balbuena Barranco. Among the prisoners were seven military men who confessed their aim to overturn the Government.
Paris courtroom erupts as Mme Berthe Gueydan testifies about two Caillaux letters that allegedly push Mme. Henriette Caillaux’s claim of self defense. The judge suspends proceedings amid cheers and renewed tension as readers demand the letters be read.
In Haverstraw New York William V Cleary Town Clerk shot dead by Eugene M Newman 18 after Newman revealed secret marriage to Cleary's daughter Anna 17. The motive linked to the wedding and family tensions. Cleary arrested and jailed after the fatal confrontation as investigations begin.
London dispatch reports Rev. Dr. J. H. Jowett pastor of Fifth Avenue Presbyterian Church New York has suffered a health breakdown while in London. His physician has ordered several weeks of absolute rest.
Dr J H McIntosh, recently in a political clash with Gov Cole Blease, was shot by an unknown assailant in Columbia South Carolina. The wound is not dangerous. The shooter fled shouting Now you won’t bother Cole tomorrow. Bloodhounds failed to locate a trail and authorities vow full aid in capture.
A note delivered by insurgents in Durazzo Albania to European powers warns of destroying the capital if Prince William of Wied does not abdicate. It threatens to spare no one if warships intervene and says abdication is required to avert civil war as they seek a different government.
Mrs Barbara Ratner a 46 year old widow from St Johns Newfoundland arrived with her 17 year old son Joseph who was injured in Russia and is headed to Chicago to see Dr John B Murphy The inspector sent them to Ellis Island for inquiry and possible return to St Johns on the Florizel after medical review potential deportation to Canada was discussed by immigration officials
E L Powers of New York owner of The Good Roads Magazine was badly injured when his car overturned on a mountain road near Jamestown after hitting a ditch. He was transported from W C A Hospital to a Buffalo hospital with fractured jaw and ribs, body crushed, feared internal injuries. His son in law escaped injury.
The president calls for a new temper in affairs and urges prosperity through mutual trust. He condemns class discrimination and criticizes Reed Hitchcock and Republicans while signaling shifts against big business foes.
Boston July 23 The Massachusetts State Committee of the Progressive Party plans a 50 cent on the dollar settlement to resolve debts over 20,000. Attachments were filed July 2 by Clarence L Newton. State Chairman Charlies Elliot Ware says the party is solvent but nearly dead broke after the last campaign.
Miss Constance FE. Biddle, daughter of the late George H. Biddle of Philadelphia, prominent in the Saunderstown villa colony, was thrown from her horse at Narragansett Pier R I. The horse bolted and she struck a stone wall. Dr. Joseph Leidy, of Philadelphia, attended her. She remained resting at Morte Cottage, Saunderstown, tonight, seriously injured but expected to recover if no complications arise.

Washington July 23 President Wilson withdrew from the Senate file the nomination of Mr Jones to the Federal Reserve Board after a bitter exchange over his ties to the Harvester Trust and opposition from the Banking and Currency Committee The President cited the need for a new attitude toward Big Business and noted that the country demands a temper change while Jones defended his actions and loyalty to Wilson amid broad Democratic opposition
