Reports from Constanti nople describe a mutiny after a coup d etat. Forty two officers were killed or wounded and 170 officers and men were wounded at San Stefano. Fighting spread along the Tchatalja lines as factions clashed over Nazim Pasha s murder and government changes.
The Constantinople correspondent reports possible civil war in Istanbul over the Young Turks coup and Nazim Pasha murder. Rumors say many troops are wounded and only a minority support the new government with mass marchbacks anticipated.
The New York Times reports that long suspended negotiations have reached rupture with a formal note delivered to Rechad Pasha by the Servian Chargé dAffaires. The Allied plenipotentiaries declare the London conference begun December 18 broken off due to unavailable replies and events in Constantinople.
Conference managers report engineers won a 5 percent pay rise totaling about 2 million dollars annually after a lengthy arbitration. Two days left before firemen vote on a strike across 54 eastern railroads. Railroads oppose a seven member arbitration board and urge accepted arbitration to avoid disruption. President Carter counters delay claims and argues retroactive back pay. The railroads acknowledge some pay adjustments are needed. Firemen praised for work but urged to accept a broad, impartial panel and avoid wage demands out of line with company obligations.
In Paris on January 29, Prof. A F Ledouble of Tours predicts future humans will have larger heads and shorter arms. He forecasts a broader forehead and reduced jaw strength with fewer teeth, ribs may drop from twelve to nine, legs shorten, and the little toe shrink as hands gain finger independence.
Special to The New York Times from Miami Florida dated January 29 reports William Jennings Bryan will become Secretary of State in Woodrow Wilson's cabinet. The Miami Herald claims sources within 24 hours confirm his acceptance. Also noted are meetings in Miami with Col Henry Alexander M J House and Hugh C Wallace who allegedly conveyed Bryan's assured acceptance.
Frederick O. Beach and wife Mrs. Camilla Havemeyer Beach arrived in Aiken to face murderously assault charges. The trial is set for Tuesday and may last a day with witnesses including Miss Marion Hollins, the only eye witness. Beach appeared with legal and political backers from New York and Washington as they proceed toward court.
Sensational charges allege former U S officials aided a fraudulent claim that won The Hague award of 50000 against Russia. The report names Isaac Liebes, Herbert H D Peirce, and Charles H Townsend as conspirators in promoting the James Hamilton Lewis dispute and seeks legal action to recover bonds and damages.

London reports show suffragists smashing windows at the Colonial Office and Hamburg-American Line offices, with a smashed $750 window and police patrols in West End. Pillar-box attacks rise as postal packets burn, and a confrontation near Leven saw police baton charges while a woman threw pepper at an officer. Thirty-one women jailed for obstructing police and property damage, while Miss Christabel Pankhurst remains active.

Dr W G Lyle in charge at Roosevelt Hospital denies a cancer cure report tied to Mrs Harriman endowment. He says cancer is not among their research aims and warns widespread false news would cause embarrassment and flood letters. He asks The Times to stop spreading the misleading claim.
A Madrid dispatch reports the Cap Blanco sailing from Rio de Janeiro carried £50,000 in German gold coins in ten boxes locked in the ship’s safe. At Vigo one box valued at £4,000 disappeared after the voyage, the safe showing signs of forced entry. Police surrounded the liner at Vigo but yielded no leads.
Yale's senior vote crowned Vanderbilt Webb of New York as the most brilliant and versatile member of the class of 1913. Harold Stanley won sportiest, Archer Harman was voted handsomest and most popular, Holladay Phillbin named best athlete with Douglass Bomeisler second. Cole Porter of Cleveland led the glee club as most entertaining.
Mrs Alfred Macy was injured on the Country Club slide at Saranac Lake during midwinter carnival events. Her sled went off course while preparing for ladies singles, she tumbled several feet, suffered a severely wrenched back and bruises but eyes remained conscious. Races were canceled as the slide was deemed too fast for safety.
The French line steamer Mexico, en route from New York to Dunkirk, reported losing her propeller and floating 340 miles southeast of Halifax with the steamer Galileo standing by. Assistance orders went to Floride and Caroline, while Floride neared Halifax after leaving Havre January 18.
Miss Elsie Van Buskirk aged eighteen and her fourteen year old brother Lawrence stopped an intruder in the Flatbush area. Detective Duffy and neighbors arrived as the man fled with a satchel of stolen white goods. The suspect James Gibbs of 668 Sixth Ave Manhattan was held in $500 bail for examination tomorrow.
Ex Mayor says Sulzer reiterated views from a letter supporting Willcox. Governor states no nominations this week and will take no action until the legislature resumes on Monday.
Gov. Sulzer says he will not nominate any Public Service Commission member before Feb 3 and will not fill three up-state vacancies until after the Legislature resumes. He remains uncommitted on the subway dual plan while deliberations with Hearst allies and Erie County figures unfold. Former Mayor Seth Low visited to discuss the subway issue and the commission vacancies.
