In St Petersburg and Moscow authorities issue a decree aiming to end the widespread strike. The plan offers shorter hours and state insurance while urging workers to return to duties and avoid agitators. Observers note funds and foreign sources suspected of funding strikers.
A squadron of Cos sacks dispersed about 3,000 workmen across the Moskva with no fatalities reported. The strike spreads slowly across smaller mills while larger plants are guarded to deter intimidation and prevent a general uprising.
