El Paso January 14 Andres Garcia the Carranza Consul General reported a statement signed by General Carranza denying any American troops may enter Mexico to assist in pursuing bandits who killed Americans at Santa Ysabel. The consulate had received a request to admit armed Americans and forwarded it by cable to General Carranza who refused. He said Mexican forces are sufficient to handle the situation.
