Assembly debates a debt limit bill to exclude pre 1910 bonds from New York City debt calculations, targeting rapid transit and dock bonds. Other actions include druggist licensing to curb corporate pharmacy, taxameter testing and sealing, and various public notices and resolutions in the Assembly.
The Legislature nominated Chester S. Lord, editor of The New York Sun, as Regent for a full twelve year term to succeed himself on April 1. He was born in Seneca County and educated across New York State, with deep ties to Hamilton College and a long career in editorial work. He previously served on the Regents and held key committee roles before retiring in 1904 and later being re elected to fill a vacancy in 1909.
Albany Feb 7 The Senate will form a court of inquiry to probe Senator Benn Conger’s charge that Senator Jotham P Allds accepted a $1000 bribe to influence a 1901 highway bill while in the Assembly. The lost 1901 Internal Affairs record has been found and will be used in evidence.
Albany reports show 1909 mortality 189,788 for a rate of 16.1 per 1,000, down from 16.8 in 1908, with 200,865 births and a birth rate drop to 23.1. Tuberculosis deaths declined slightly, while pneumonia, cancer, typhoid, and violence caused notable totals. suicides numbered 1,490.
Gov. Hughes releases the court of inquiry findings on the Second Battalion Tenth Regiment National Guard at Albany. He reverses key conclusions, orders court-martial for Capt. Oliver and Capt. Coates, and accepts Col. Pruyn’s side, after consulting the militia council and Adjutant General. The inquiry chair was Col. Foote with a panel including Lieut. Col. Haffa and Major Wilson.
Gov Fort urges New Jersey Legislature to ratify the Sixteenth Amendment, arguing an income tax is the fairest levy based on ability to pay. He says real estate taxes are disproportional and warns national calamity if the tax power is not accepted for emergencies. He defends taxation of state and municipal securities and questions fears of harming securities value.
The Equaranchise League led by Mrs. Harriott Stanton Blatch begins a Capitol education drive. A pamphlet detailing the rise of the woman's suffrage movement in the state is sent to every legislator. More literature will follow ahead of the March 9 hearing.
In Public School 62 on Hester and Essex last night Dr Lyman Abbott editor of Outlook described a practical utopia where competition ends and cooperation rules. He argued religion connects man and divinity and urged brotherhood across faiths to serve the common good while rejecting a fully government owned system.
Controller Prendergast announced yesterday the appointment of two deputy auditors in his Brooklyn office at annual salaries. The appointees are John G. Thompson of 582 Eleventh Street Brook and Alfred H. Briant of 344 West fly-first Street. Thompson previously worked in the Commissioner of Records office in Brooklyn.
An explosion in the Memorial Hospital kitchen injures Jennie Henderson and Dora Core and causes extensive damage to the building. Firemen extinguish the blaze as 125 patients are moved to safety and staff reassure observers. Damages are estimated at $2,000.
Mrs. George H. Pell of Bronxville reported her prize Boston terrier Blad disappeared along with two two month old puppies. A stable man named Merrick had asked for a salary advance and vanished. Blad valued at 500 dollars, reward offered for return. detectives sought Merrick.
