Collector Malone orders closure of port and stops all outbound vessels at Narrows. Hoboken reports no unusual activity aboard ships while police guard the harbor side near 130th Street. Shipping men grow anxious as blockade pressures loom, fearing for ships at sea and port security.
Germany states it seeks peace and self determination, condemns naval blockades and economic war by Britain, and argues for restraint while continuing its fight. It urges American impartiality and notes two memoranda on maritime measures. Bernstorff signs the note.
A weekly ship service to Falmouth on a prescribed route becomes effective today. Bernstorff delivers a note ending Germanys pledges to the United States. The Kaiser proposes to employ all sea warfare means at his command as peace efforts fail. The president studies the note and a possible break in policy is anticipated in some quarters.
E M House left for Washington on the railroad at age entered a private stairway and saw himself in the car before the crowd. The general moved toward the public area as events unfolded in a tense scene.
Last night the Port of New York was seized by Dudley Field Malone the Port Collector. Vessels including tugboats were turned back at Quarantine by a torpedo stationed to maintain U S neutrality. Malone has broad authority to act during emergencies and naval officers report to him for neutrality matters. Rumors of German ships at Hoboken attempting to scuttle or escape persist as officials reinforce the Neutrality Squad. The Waterland carries coal for heating and lighting while crews of interned ships face limited options and strict guard actions at the Narrows.
Washington reports the annex to the German note outlining blockade zones in the North Sea and approaches to Spain and the Mediterranean. It specifies zone boundaries, conditions for neutral ships, and permissible routes to Falmouth with marking requirements and weekly sailings.
Shipping circles report Britain plans to keep Liverpool and Bordeaux ports open and arm every merchant ship fore and aft. The Admiralty to deploy small fast cruisers as submarine chasers with a fleet of 4000 vessels to guard lanes and convoy liners in danger zones. Card Gibb us new book noted on page 5.
Berlin reports Chancellor von Bethmann Hollweg will address the Reichstag Ways and Means Committee about government decisions on foreign affairs and military plans. Berlin says a conference at German Headquarters yielded unanimous defense measures and coordinated action. The United States warns of possible break in relations as Germany vows to sink merchant ships at midnight under new submarine warfare rules.
Washington January 31 President Wilson received news of the German note in his office and verified the formal document before the State Department. He spent the evening alone in study and used the telephone freely but planned no immediate congressional action.
