Open Door to Revive Shipping Seeks Foreign Crew Access
Retired shipbuilders push Congress to broaden laws to let American vessel owners hire crews abroad and operate as cheaply as foreign rivals. J. W. Crowell of Cambridge, Md, argues such changes would restore U S merchant marine strength, reclaim pre civil war trade, and boost American ships in foreign ports. He cites emigration laws, port landings, and Panama Canal gains as factors shaping competitive costs.

Silver's Push To Break Low Record In 1903 Decline
Silver fell to 48 cents in New York and 22% per ounce in London, one cent above January 22, 1903 low, and 0.042 below the lowest yearly average since 1870. Last year’s average was 65.3 cents. The decline follows reduced arts demand, a financial depression, and silver sales by China amid coinage stock needs.
