State digs deep for human services catch 22 in budget talks
Karen Snider says Pennsylvania faces a critical crossroads as the state budgets human services amid a recession and no tax increases. Gov. Casey prioritizes families and the disabled, with a push to shift funds from state hospitals to community programs. The Woodville State Hospital consolidation frees funds for community alternatives, aiming for a unified mental health system with needs-based budgeting and active county involvement.

Welfare reform may cost counties and counties burden
State welfare reforms discussed at the Lawrence County Mental Health Board dinner could hit the poor hard. Karen Snider warned that bills pending in Harrisburg would cut financial and medical aid for up to 40,000 Pennsylvanians and raise local burdens. Proposals include raising the transitional age, excluding newborns on welfare, Learnfare school attendance rules, and Workfare concepts. Despite cost concerns, some programs would gain funds, including a 2 percent COLA for mental retardation, a sizable increase for Early Intervention Services, and an expansion of community mental health services and employment supports.
