City Council votes 4-1 against the proposed 1993 budget, with only Councilman David Richards supporting it. The budget, which takes effect Friday, includes a 2 mill property tax hike for parks, wage tax increase to fund pensions, sewer fee rise, higher garbage bag price, and 12 payroll cuts, plus unfilled vacancies as staff retire or resign.
After long budget talks New Castle council rejected Mayor Richard Christofer's 1993 budget 4-1. With no alternative offered, Christofer's plan will take effect Friday under city ordinance. Only Councilman David Richards voted for the budget, citing too few firemen police and services and no tax relief.

A Havana to Miami flight of 53 aboard an Aero Caribbean turboprop was hijacked by the pilot and two friends as they overpowered the crew. The aircraft diverted to Miami where most passengers sought asylum while authorities investigate possible hijacking charges.
