President Hoover moves to submit the World Court issue despite bipartisan and insurgent warnings that it could derail emergency relief and press for an early extra session. Hoover hopes the matter may be considered soon after relief and appropriation bills are settled.
Governor-elect Gifford Pinchot names four appointees for his administration. P. S. Stahlecker remains secretary, Dr. Clyde L. King becomes secretary of revenue, George W. Woodruff serves as special counsel for public utility regulation and conservation of natural resources, and William A. Schnader stays as attorney general.

New York December 11 Ruth Nichols the New York society flyer began a month long rest after establishing a new transcontinental record for women. She arrived in New York from Los Angeles in 13 hours 22 minutes beating Lindbergh’s time by over an hour and nearing Captain Hawks speed dash.
The Democratic-Insurgent coalition in the Senate assails Hoover’s $110 million public works fund, calling it a futile gesture. They note $80 million would be loans repaid via future allotment reductions and eligibility depended on states matching funds, while criticizing the president’s claim of direct relief.
In the frozen north two people were rescued after becoming stranded in severe winter conditions. Rescue teams responded swiftly, bringing them to safety amid bitter winds and low temperatures. Authorities did not report injuries.
Emil Kading and Robert Marten detailed two months of survival after Captain E. J. A. Burke died of hunger and exposure. A masked highwayman halted Moorhouse at Cox Hollow six miles west of the city on the Youngstown road. The victim, who runs a business at 119 Sycamore Way, was forced to surrender his pocketbook after a gunpoint confrontation and was later able to report the unusual incident to city police.
Orville Potter secretary of the Lawrence County Chapter American Red Cross and chairman of the Mayor's Relief Committee and Dr H H Rosenthal district deputy commander of the American Legion in Lawrence county escaped serious harm when the car they rode in overturned on the Butler highway near Portersville. Potter suffered minor injuries to ankles back and head while Rosenthal was not injured. The vehicle was badly wrecked after skidding to avoid a parked car and another vehicle at high speed. Both men were trapped briefly before being released and returned home without completing the trip to Pittsburgh.
Councilman William T. Burns announced receipt of 5798.12 dollars representing the 1930 tax on premiums paid by foreign fire insurance companies for the city. The funds will stay in the city treasury pending council action on police and firemen pensions. Burns had earlier been directed by Councilman Reeves to apply for the money from the state auditor.
Death records list James Robinson Martin age 82 of Edensburg and Pearl Irene Cragle two figures aged 10 days in Wampum. Both notices record fatalities with limited details available from the fragmentary text.

The pardon board will not meet before that date, with no January session and the first meeting of the new board in February.
In Pottsville Pennsylvania on December 11 two candidates faced off for state master of the Pennsylvania Grange with E B Dorsett of Mansfield and J A Boak of Lawrence County nominated. Incumbents John H Light Harrisburg state secretary and F P Willits Delaware County state treasurer and M A Spleen Elk County state steward were renominated without opposition. Overseer nominees include John Shhoener Schuylkill County John Schuler Berks D J Thomas Mercer H J Iceman Erie and W R Tucker Crawford County with one to be elected.
