Des Moines March 10 Special report describes a bill proposing a new state board of managers for the University of Iowa Iowa State College and female normal school. The governor would appoint three electors for six year terms with a $1500 yearly salary and $25000 bond, abolishing existing regents and trustees. The board would supervise curricula finances purchases and diplomas with semiannual visits and a cap on lobbying.
Temple Hurn and Payne prepared a report based on careful study of practical needs rather than theory. The collaboration yields results that reflect lasting credit to the authors. Jos E Morcombe commends the work.
Joe Youngs, a copper country trapper from Niles Michigan, reported being stalked by a large wolf pack while returning to camp. He climbed a tree and stayed all night as wolves prowled in subzero cold. By dawn the pack had dispersed leaving two wolves dead and blood in the snow. Youngs earned 15 dollars from the state and seven from the county for each wolf killed.
St Louis. Reet Rhodes aged about 28 of 807 South Broadway fell from a Louisville and Nashville freight near Carmi Illinois Saturday night. His left foot was severed near the ankle as he was dragged beneath the wheels. He crawled about two miles to a farmhouse for aid, was bandaged, then moved to Carmi and sent home. He reached the city hospital this afternoon in serious condition due to blood loss.
The Lincoln homestead near Hodgeville Kentucky will not be sold for taxes after David Crear of New York City sent a check covering the tax bill. Other letters urged ownership or suggested uses for the birthplace of the great emancipator, but Crear’s payment prevents the sale.
Miss Alice Roosevelt accompanied by a maid and friends leaves Washington for Florida to board trains to Cuba. The party includes Mrs Harriet Blaine Beale and Captain Philip. They plan a Havana visit with General and Mrs Leonard Wood and expect to return to Washington late March.
In Negaunee Michigan on March 10 a mob roughs up Rev. C M Gilchrist and Louis F Pearce amid Civic Federation drive for a dry Sunday. Three police with revolvers intervene as the town observes its first dry Sunday. arrests anticipated. Weather notes from Chicago mention showers for Iowa and cooler conditions in the west.
New Haven March 10 Professor Charles Foster Kent head of Biblical literature at Yale Divinity School defended hazing as a beneficial practice. He cited Joseph and his brothers and said hazing helps boys develop, noting it is usually moderate and rarely harmful, leaving a pleasant memory for many.
London reports General Delarey defeats and captures General Methuen with 1,100 British troops. Four guns and a pompom fall to the Boers. Methuen wounded and taken prisoner. Dispatches from Kitchener recount heavy losses, fugitives, and the collapse of a major British column near Wynburg en route to Lichtenburg.
James Stratton, a former private under Gen. De Wet, likens the Spion Kop clash to a slaughter with about 3,000 British soldiers killed. He describes Boer positions on the kop and riders leading scouts in advance.
Spring weather brings hunters to the area as they plan river campouts among the islands where ducks frequent. Many parties prepare to leave soon and several have already shot ducks, while city business offices will be vacated for the next week or ten days due to hunting season.
Russia supports Germany in the dispute over the British Ambassador Pauncefote before the Spanish-American war. The Russian foreign office statement to the US on the Pauncefote issue backs Germany by saying Pauncefote urged powers to oppose the United States policy prior to the war.
David B. Henderson as speaker of the house declares support for reciprocity with Cuba. Hon. Samuel McNutt of Iowa, veteran lawmaker, relayed the dispatch and Henderson emphasized his stance in a telegram confirming pro reciprocity trade relations with Cuba.
The U S Supreme Court declared Illinois anti-trust law unconstitutional for exempting livestock dealers and agriculturalists from its prohibition on industry combinations.
Pudge Garrett received 30 days for drunkenness after a disturbance at his East Hill home. In Hutchings v Auer, the court sided with mortgage holders, dismissing Auer's $75 damage claim. Four petty larceny cases were dismissed for lack of information. two men remain jailed for intoxication and await arraignment.
E G Whitney of Rocky Ford Colorado writes to the Nebraska Board of Public Lands and Buildings proposing a contract to “keep Nebraska wet” next summer for a fee of 1000 dollars. He cites fourteen years of rainmaking ability and explains his silence while others suffered.
Philadelphia March 10 Superintendent of the Mint Henry K Boyer has sent his resignation to the Treasury with a request for early acceptance He seeks retirement as soon as a successor is chosen and takes charge He cites the office responsibilities as too great for the salary He reportedly submitted his resignation twice before but stayed on until the mint moved to Sixteenth and Spring Garden streets.
Secretary of the Navy Josephus Daniels Long handed his resignation to President Roosevelt, effective May 1, with plans to resume his law practice in Boston after retirement. Roosevelt pays tribute, praising Long’s devotion to the public’s interest and his sterling character in a letter accepting the resignation.
Stewart Hill aged 9 died from a bullet wound during a pretend Indian battle in Denver. James Butson aged 12 was arrested and charged with firing the shot.
Miss Rose Miller returns to her Wilton home Saturday after spending a week in the city with her brother Dr D P Miller and at the home of Mrs D S McDermid.
Word comes that Cornelius Van Ness the octogenarian Port Jervis millionaire formerly of New York was baptized in the Jordan River by Rev. William K. Hall of Newburgh. Mr Van Ness and his wife sailed on the Celtic to the Orient to fulfill a long held wish.
In New Brunswick New Jersey a fast freight train between the town and Trenton ran over two men and then picked up the body of a third man killed by a separate train.
In Boston, thousands of workers including teamsters and freight handlers refuse to work over the discharge of seven freight handlers who would not handle freight brought in by a non union transportation firm. The move is expected to involve up to 10,000 and may spread to New England cities.
Prince Henry and his suite traveled from New York to Philadelphia without incident. Arriving at 10:20 AM, he was met by a committee led by Mayor Ashbridge who offered the freedom of the city. He toured Independence Hall and the Cramps ship yards as cheering crowds greeted him.
The government plans to file a suit at 5 oclock this evening in a United States court in St Paul seeking to dissolve the Great Northern Pacific merger. The action, announced from Washington, aims to unwind the corporate combination.

The Cunard liner Etruria, disabled on February 26 and without propeller or rudder for eleven days, was towed into Horta by the British steamer William Cliff and arrived at 5 PM Sunday. All aboard are well and commend the captain and crew for their conduct. Passengers occupied themselves with deck games during the ordeal.
Taken to Port concerts were held in the first and second cabins. Only those anxious about business matters chafed at the delay. The Etruria sighted the Sardegna from Naples on Feb 26 for New York last March 5 and the Sardegna stood by but left when no aid was possible. The Etruria hoped to wire Kron Prinz Wilhelm but its mast wire broke and could not be repaired until weather improved, by which time it was too late.
