Farmers Free To Sell Their 1964 Wheat
Harold Van Zandt reports under the 1964 wheat program a farmer may sell his wheat to anyone at any price regardless of cooperation or eligibility for marketing certificates. Domestic certificates worth 70 cents per bushel apply to the domestic portion, export certificates worth 25 cents per bushel apply to the export portion, plus diversion payments. A price support loan base of 1.30 per bushel may be available for the entire crop, combining with domestic certificates to roughly 2 per bushel for domestic use and about 4.45 per bushel for export, aligning with world prices. Certificates depend on acreage within allotment, with export certificates reduced first if the lesser production applies.
