New Medical Care System To Be Asked
DES MOINES AP The State Board of Public Welfare plans to ask the legislature for a new medical care program for needy persons of all ages costing about 30 million dollars in state and federal funds. It follows Congress action last year allowing state participation in expanding medical help for low income groups and families facing catastrophic medical bills. Drafting of the 1967 proposal was approved by the welfare department advisory committee. The plan requests 13 million dollars annually from the state to be matched by 18 million federal funds. State and county spending now runs about 12 million dollars for health care.

Proposed legislation outlines family eligibility for aid
The text notes assistance totaling $9 million and sets income limits for a four person household. A family of four earning under 3600 annually could qualify, even with up to 3400 in resources. A family earning 30000 with no other resources could qualify if faced with 47000 in medical bills. To obtain federal matching funds, states must complete the first step by 1970.
