Des Moines report from Brookings Institute proposes replacing the 80 year old tax system with a general personal net income tax and business taxes, repealing poll taxes if the income plan passes. It also calls for reforms to assessment methods and revenue distribution, presented to the interim and tax revision committees.
Glenn C. Haynes of Des Moines was appointed warden of Fort Madison penitentiary by the state board of control. He will fill the unexpired term of Tom P. Hollowell, resigning for ill health, and take office September 1, with the term expiring May 1, 1936. Adj. Gen. Grahl declined the post after being selected.
Justice Daniel W. O Donoghue of the District of Columbia supreme court upheld the constitutionality of the agriculture adjustment act. He dismissed a temporary injunction against enforcing the Chicago milkshed agreement, saying the emergency justified the law. Plaintiffs’ attorneys said they would appeal.
The appeal court approved the formal sanction of Samuel Insull's detention in connection with American extradition proceedings. Insull arrived with two plain clothes policemen, identified himself as British born in London and later became American citizen in 1896. He said his present status is unclear as the US canceled his passport. He was taken to a private hospital after a second extradition attempt on a new bankruptcy act indictment following a prior failed mail fraud extradition.
In two mid air crashes at Randolph field three fliers, one instructor and two cadets died while a fourth cadet parachuted to safety. Lieut Harley Grater Cadet William Pasche Cadet H R Sandberg killed. Lieut Louis Vaupre survived with injuries.
Funeral rites were held at Rochester Methodist church for Joseph and Allen Wilson of near Wilton. Buried at Tipton, the brothers died after sudden poisoning at University Hospital Iowa City. Warren, 6, showed small improvement as post mortem tests indicated possible infective poisoning with bacteria resembling typhoid. Unverified rumors linked the deaths to field tomatoes sprayed for pests.
Federal farm officials press a 15 per cent cut in wheat plantings to qualify for a $120 million relief fund funded by a 30 cent per bushel tax. Secretary Wallace says reductions could reach about 9.6 million acres and over 124 million bushels in 1934, while a London wheat export supplement is due.
Milwaukee and New York dispatches report Huey P. Long attacking Milwaukee newspaper publishers and driving photographers from a Veterans of Foreign Wars event. Long claimed a two inch scar from an apparent Long Island party assault and described assailants as gangsters. President Roosevelt authorized sale of gold from U.S. natural deposits and tightened hoarding rules. The move aims to boost American gold mining profits by aligning with higher world prices. The order requires 15 day filings from holders of gold assets.

The Golden State Limited bound from Los Angeles to Chicago plunged through a washed out bridge near Tucumcari New Mexico. At least six killed including engineer C J Crost and five others. Twenty five were hospitalized with many passengers missing after the wreck.
President Roosevelt named Harold L. Ickes secretary of the interior as the administrator of a new oil industry working agreement. Ickes will lead a 15 member planning and conservation committee with 14 more to be named within 24 hours. The oil plan gives Ickes near dictatorial power over the industry amid concerns of overproduction and price wrecking.
