Washington May 24 The way was cleared for House passage of the new tariff bill on May 28 as Chairman Snell of the rules committee outlined a fast track. The plan would limit floor action to committee amendments only and exclude other changes unless a rate is opened by a committee revision. The House previously voted 206 to 224 on the procedure. The sugar rate remains unsettled unless amended by the committee while several items stay in the original list.
