Representative Herlong defends a plan to raise postal rates, including from 3 to 4 cents for first class, 2 to 3 cents for postcards, and air mail from 6 to 7 cents. He argues the move funds the Post Office and that business mail dominates usage with full deductibility for buyers. He notes Senate action likely in January.
