Grouping Small School Districts in Texas Debate
A Citizen's Committee report to the Gilmer-Aikin Committee argues that consolidating small districts reduces administration costs and improves funding for teaching. It cites January 1948 Department of Education figures showing 469 common districts and 36 independent districts eliminated, with expectations this year reaching past 505. It lists faults in the current system such as too many small districts and high schools, poorly mapped transportation, and costly small class sizes.
