Dallas attorney James L. McNees announced his candidacy for the Railroad Commission seat to be vacated, pledging to oppose outside oil influence. He argued Texas oil revenues fund the school system and urged discouraging imported oil, criticizing the commission as a powerful state regulator of railroads buses trucks and oil.
