Office of the Fourth Assistant Post Master General issues a directive dated November 5 1913 urging postmasters rural delivery officers and rural carriers to inform patrons that first class mail placed in rural boxes should be stamped beforehand. If stamping is impractical coins should go into coin holding receptacles not envelopes or loose in boxes.
