Illinois county chairmen on state payrolls total nearly one million

Illinois pays 64 county chairmen from both parties about 966936 yearly in patronage. The highest paid is Edmund Kucharski of Cook County as executive assistant to Secretary John Lewis. Salaries vary from 2607 monthly to 625 for Agriculture field inspectors. Governor Ogilvie controls most patronage with 32 Republican chairmen. Bakalis and Lewis employ several. Howlett and others hold Democratic posts. A lawsuit probes patronage, with a court order restricting firings and potential reshaping of protections before Howlett's sworn in January.
