Woodstock couple charged with murder of 9 month old baby
Dannie R. Congdon 25 and Rosemary Kiel 20 face first degree murder charges in Illinois for the death of a 9 month old girl whose body was found in a church air duct in Woodstock. The couple, held on 250000 bond each, allegedly killed the child in Daytona Beach on December 10 and transported the body to Illinois. The infant, born February 28, 1975 in Tuscon, was identified as Tracy Lynn Rampel by hospital records and Kiel formerly used the name Rosemary Rampel. Congdon was previously jailed on robbery and breaking and entering charges and was extradited from South Carolina.
