Rep John Kyl reports the House backed a draft reform by 382 to 13 votes and a Senate halt. The plan, likely via executive order, would redefine the prime age group yearly, using 19 year olds and those with ended deferments, with random selection within the cohort to ensure fairness. timing could occur before 1970.
The text explains that once a draft order position is set in a prime age year, it remains fixed even if a deferment or exemption is granted. Reentry after a deferment returns the individual to the same slot, and random selection won t substitute for reason. Draft boards still authorize deferments for hardship or college study.
