Washington described the Soviet Union as a power hungry government bent on spreading its power by force. The state department, in a Truman drafted policy outline, cited 1945 onward annexations totaling 7 500 000 square miles and over 500 000 000 people under Moscow control. A 100 page Our Foreign Policy booklet aims to explodes Moscow’s theory that the world is against it. It notes a first printing of 50 000 for distribution to private groups, clubs and libraries in the U S and abroad.
Tokyo September 29 AP Gen Walker announced the war is over as South Korean forces pushed Communist units to the 38th parallel before halting for regrouping. Allied artillery pounded Red positions while questions linger about future policing of Korea and postwar arrangements.
The U N Security Council voted seven to four to permit Communist China to participate in the Formosa debate after November 15. Council President Sir Gladwyn Jebb of Britain announced the adoption of the proposal. Nationalist China challenged the ruling, while Yugoslavia withdrew a similar resolution.

Atlanta, Sept 29. Delta Airlines and Northeast Airlines sign an agreement to merge subject to CAB approval. If approved, the merger would close gaps between systems, allow rotation of aircraft, and create a stronger regional network linking both regions. Delta president C. E. Woolman and Northeast president George F. Gardner emphasize improved service and a faster integrated network. Northeast, firm headquartered in Boston since 1931, serves 34 New England cities. Delta, headquartered in Atlanta since 1929, serves 36 cities in 13 states.
Clara Bryant Ford widow of Henry Ford died at 2 a.m. in Henry Ford Hospital after a heart ailment. She leaves a family including grandson Henry Ford II and other grandchildren, and was noted as a constant adviser and partner in the car maker's rise from a small shop to a world enterprise.
More than 100 members from civic groups study clubs labor unions and fraternal organizations joined Monroe West Monroe Jaycees for the kickoff of the Democracy versus Communism and Socialism Week at the Rendezvous. Thirty eight clubs were assigned tasks for organizing the local campaign while other groups offered services for future programs. Rabbi F K Hirsch gave the invocation and Haynes Harkey Jr Jaycee president opened the meeting stressing a positive campaign to oppose Marxist influence. Phil Duncan urged citizens to enroll on a Freedom Scroll to be encased in the Freedom Bell tower to be dedicated Oct 24 in West Berlin. State Jaycee president W L Howard warned against leftist governance and welfare for nothing, cautioning that liberty and free enterprise depend on opposing such trends.
General MacArthur proclaimed the liberation of Seoul placing it back under President Syngman Rhee after a victory ceremony. A bomb was removed from the capitol before the event, and UN forces praised renewed freedom and personal liberty amid postwar tension. The day featured a mass recitation of the Lord’s Prayer and calls for lawful punishment of crimes.
Rev Wesley Ralph Cain arrives in Monroe to assume duties as pastor of Memorial Methodist Church. He will preach at morning and evening services Sunday. Cain, a Winnsboro High School and LSU graduate with a Boston University Theology degree, has pastored in Denham Springs Salem NH Winbourne Ave Baton Rouge and Alexandria and served as Wesley Foundation director at LSU and a WWII era Air Force chaplain. He is a major in the Air Force Reserve and is married to Adona Prost Cain with two sons Noel and Bruce.
Miami officials announced 11 arrests linked to a long running theft scheme targeting telephone company funds worth about 100000. The charges cover receiving stolen property with several defendants including Lennox Gagnon 22 George Winters 43 and U S marine William Albert 22 as well as three women Marie Orr 21 Betty Corrigan 23 and Bonnie Hebert 23 accused of concealing and transferring coins from pay stations with rolls of quarters taken in bra storage.
Washington Sept 29 An Air Force captain reportedly set a new world parachute drop record by jumping from 42 449 feet. Capt Richard V Wheeler of Watertown Mass surpassed the earlier U S and world marks and, with Maj Vasili Romanyik's 42 000 foot Russian claim, raises the high altitude test near Holloman Air Force Base New Mexico.
Democratic leaders press for President Truman to air at least three political appeals before the November vote. Truman says he is too busy for personal campaigning but party officials hope for two or three national broadcasts. Vice President Barkley will campaign instead, with a 42-stop, month-long speaking tour from California to Connecticut.
The planning committee of the St Francis building fund campaign named a citizens building fund committee of 100 to include representative citizens from the Twin Cities area. Invitations for membership are being mailed as the group seeks to raise 600000 for modernization and expansion of St Francis Sanitarium.
Maj. Gen. Lewis B. Hershey urged Congress to extend the draft from 21 to 30 months to sustain a 1.5 million force. He proposed ending dependent deferments for collateral relatives and easing induction of veterans under 26, while guarding approval standards. Army strength stood at about 591,000 last June with 50,000 drafted in September. 300,000 more men are seen as needed in six months.

The 60 nation political committee may take up the measure at Lake Success tonight amid urgency from several delegations. India seeks delay while the United States backs the British draft.
Nine persons pleaded guilty before Judge Edward L. Gladney Jr in district court Friday and 16 cases were fixed for trial on October 13. Several defendants received jail or fine sentences for intoxication speeding disturbing the peace and other offenses with additional cases set for October 13.
