In Washington the senate approved the expert debenture plan for farm tariff relief by a 42 to 34 vote, joining Republicans and Democrats. Debentures would back exports to stabilize crop prices with a graduated reduction as production expands. Norris, Republican Nebraska, led the debate claiming tariff effectiveness hinges on the plan. Two Republicans who opposed it in the farm relief vote supported it as an amendment to the tariff bill.
