The Twin City Garden Council announced today the sponsor of the competition, with staff photographer John I. Fogleman credited for the image.
Winners in Monroe's Scene of the Month contest were announced by the Twin City Garden Council. Coven tant Presbyterian Church headed the business public ground and church category at 1901 Milton Street. top honors went to several residents in yard categories with names and addresses listed for eligibility.
Graduation exercises at 8 p m at the Monroe Civic Center Arena will honor a large class led by Principal S R Braley. The list names Lilian Acree Patricia Adams Toni Albright Deborah Alexander Shirley Allen Maria An zelmo Elaine Atteberry Patricia Avery and dozens more graduates with entries including Armand Acree and Thomas Alexander.
Funeral arrangements are pending for Terry Lee Stewart 19 formerly of West Monroe killed in a automobile accident Sunday in Chanute Illinois He was the son of Kenneth T Stewart of Fort Lauderdale Florida Survivors include his parents two sisters Pamela and Jennie both of Fort Lauderdale and his grandmother Mrs L L Stewart of West Monroe The youth was stationed at Chanute Air Force Base Kilpatrick Funeral Home in West Monroe is in charge of arrangements.
HEW official Panetta urged Louisiana to reconsider its decision not to submit a desegregation plan for state colleges. He noted Arkansas submitted a plan and Pennsylvania was to follow by late June. Arkansas pledged equal emphasis on recruiting white and Black students and banning discriminatory organizations.
Funeral services for Charles B. Blackmon 88 Bosco native were held at 10 a.m. in the Riser and Son Chapel. Burial followed at Catahoula Cemetery near Enterprise. He died Sunday in Columbia Heights Hospital after a brief illness. Survivors include his widow Rosabelle, two sons Charles Jr. and Mayo Irving, a stepson P. E. Jones, a daughter Bernice Creed, a sister J. F. Reitzell, and eight grandchildren.
State Human Relations Commission attorneys met with a Leesville biracial group in Baton Rouge to head off trouble. Special counsel John R. Martzell and Jesse N. Stone Jr. led a several hour closed session in the governor's press room. Rep. Buddy Leach said Ft. Polk and Leesville issues were discussed and that contact with NAACP field secretary Emmit Douglas occurred.
Tulane security police blamed arson for two minor fires in an abandoned Army barracks on campus. The blazes occurred after recent demonstrations opposing Tulane's military program. Guards extinguished the flames next to the ROTC center. damage described as slight.
Funeral services for Houston Mayes 86 were held at Grayson Baptist Church with Rev. Virgil Jones presiding. Burial at Welcome Home Cemetery under Riser and Son Funeral Home of Columbia following a lengthy illness. Mayes died Sunday afternoon at Columbia Heights Hospital. Surviving family includes wife Jency Kelly Mayes of Grayson and children Mrs. H Ted Woods of Columbia and M H Mayes of Framington N M, plus brothers L A Mayes Baton Rouge and L C Mayes Sikes.
Funeral services for Risdon W. Wood 55 of 641 Lakeshore Dr Monroe were held at Lakeshore Baptist Church. Burial followed at Crowville Masonic Cemetery. He owned Orange Julius in the Twin City Mall. He died Monday in St. Francis Hospital after a short illness. He was a Stuttgart Ark native and a longtime Monroe resident. Survivors include Elsa Wood two sons Risdon Wood Baton Rouge and William Wood Monroe a daughter Rebecca Stephenson New Orleans and his mother Mrs William Wood Monroe.
Services were conducted at Pine Grove Baptist Church for 75 year old William Herman Evans of Bastrop Rt 4. Burial followed in Pine Grove Cemetery. Evans, a native of Morehouse Parish, WWI veteran and International Paper retiree, died Monday. Survived by Agnes Evans wife and several children, brothers and sisters. Pallbearers named.
Mrs. Shirley Irene Cowart 30 of Winnsboro died Monday at St. Francis Hospital after a brief illness. Funeral services are being coordinated by First National Funeral Home of Winnsboro. She is survived by husband Marvin Cowart two sons Marion Keith Cowart and three daughters Bethellen Judith Lynn Melany Ann her parents J. B. Stephens and Mrs. W. M. Gorman two brothers Carl Stephens and Le-

Governor Joni McKeithen met with Rep. Shady Wall and Rep. James Wennis to discuss the Monroe to Bastrop four lane project on U.S. 165. Lawmakers claim the administration’s moves shift funds and priorities, delaying the four lane and prompting threats of another floor fight.

The Ouachita Council of Governments tentatively accepts a preliminary statement of objectives and policies covering intergovernmental cooperation social well being physical environment and economic development The plan aims to coordinate long range parish wide planning and seek federal grants while individual governments drive initiatives.
The Ouachita Parish Police Jury road and personnel committees held a closed session Monday to discuss a revised parish road ordinance. No actions were taken in committee. results will be disclosed at the first June jury meeting. The ordinance, led by A. E. Montgomery Jr., aims to end dead end roads and require culvert installation at property owner expense.
The Revival for Jesus, Inc. plans to continue services tonight outdoors or in an auditorium after a rain hail storm destroyed its $18 000 tent. Winds reached 40 mph at Selman Field with about 2 inches of rain. Seven people were taken to hospital, three hospitalized, from the U S 165 Bypass South site where about 600 attended.
John P. Lochary national president of the Associated Builders and Contractors, Inc. will address the Louisiana chapter meeting at 7:30 p.m. at Highland Park Country Club West Monroe. Also present are W. C. Barr and Mason Biggs. He will discuss the national convention in New Orleans November 13 to 18. Curley Ketchell expects the largest local chapter meeting to date.
Funeral services with full military honors were held for Pfc. Roy Lee Nations 21 at 2 p.m. at Blackwell and Golden Funeral Home Chapel with Army Chaplain Hershell Clanton officiating. Burial was in Mer Rouge Cemetery. Nations was killed in action in Vietnam May 12 and was a Bastrop High School graduate. Survivors include his father Alton Nations of Oklahoma City his mother Mrs. Stanford Massey of Bastrop one half brother Ellis Nations of Oklahoma City three half sisters Judy Burnett Baton Rouge Sue Nations and Rita Nations both of Oklahoma City and maternal grandparents Mr and Mrs Gary Freeland of Oak Grove.
The West Monroe Civitan Club sets Visitation Night during its regular weekly meeting. Members will visit new and prospective members to recruit and grow the club.
Louisiana man Edward Lee Hochenedel sought reversal of his 1968 conviction for obscene and harassing telephone calls, arguing the May 1968 Duncan v Louisiana ruling should apply. The U S Supreme Court dismissed the appeal without explanation. he received fines and a suspended prison term.
The Monroe City Court fined multiple defendants in a Monday session led by Judge William L. Crowe. Each case involved theft, speeding, neglect, or traffic violations with fines ranging from 10 to 100 dollars and varying jail-day suspensions. Names include Vernice Patterson Leonard Ray Tanner Jr James M. Pipes Mary V. Peavy Scott A. Whitlock Frank J. Lovett Daniel R. Roush and others under charged offenses for theft speeding running red lights and other traffic infractions.
