About 50 leaders of the northeast Louisiana cotton industry met in Rayville to back plans from the National Cotton Council to boost and improve cotton use. They expect farmers, ginners, warehouses and seed crushers to fund expanded promotional and research efforts, aiming to double the council’s promotion budget as rayon rivals cotton. At an informational conference in Ouachita parish courthouse, R B Richardson of the Louisiana Department of Highways agreed to delay further planning on the proposed elevated interstate through Monroe and West Monroe until the Monroe city planning commission surveys its impact on growth. Mayor W L Howard urged using city planners to assess needs and routes, stressing that the public hearing is less useful without engineer input. The mayor accused the department of not considering feasibility of moving railroad tracks into the river bridge and cited Pavlo and Associates finding that federal funds may be unavailable.
