Washington reports that Secretary Acheson will seek a plan with Britain and France to gradually end allied occupation controls over western Germany within about 18 months. Western defense forces would remain on a new basis, not as occupation troops, in a frontline role amid Cold War tensions.
Washington May 5 The House moves into the big 29 billion dollar appropriations bill section financing over 40 agencies for the next fiscal year. The current section includes the atomic energy commission and flood control funds with the Veterans Administration. House leaders urged a Saturday session to push the measure toward final passage next week.
Severe storms roared through west Texas Oklahoma and into Kansas last night killing at least one person and injuring about 50. In Perryton Texas Bill Kling age 32 died as he tried to rush his family to safety. Thirteen injured there four seriously. Kansas reported 37 injuries. A tornado struck near Great Bend demolishing barracks housing and damaged the high school stadium and trailer park in Perryton population about 2500. The Borger News Herald reporter described the scene as a knife like wind cut.
Agriculture department final 1949 report shows cotton output of 16,127,000 bales of 500 pounds gross weight, up from 14,887,000 in 1948 and above the ten-year average. Values for cotton and cottonseed totaled about 2.548 billion dollars, with lint worth 2.262 billion and cottonseed 286 million. Acreage harvested reached 27,230,000 acres, with lint yield around 283.9 pounds per acre.
Hattie M. Howard a 23 year old former clerk at Quachita National Bank received five years probation after pleading guilty to six counts of embezzling 7200 dollars over more than two years. Judge Ben Dawkins noted the need to end embezzlement by bank staff while acknowledging her family constraints. The sentence included prior partial restitution and a pre sentence investigation. Also Leesville resident Richard E. Gormley received five years supervised probation after pleading guilty to a postal violation in federal court.
Bremen mayor Wilhelm Kaisen, in New Orleans on invitation from the State Department, hopes to restore Bremen’s shipping relations with American cotton exporters. He says rehabilitation will take up to 25 years, notes Bremen’s pro American stance, and recalls Nazi imprisonment during the war.
Bonn chancellor Adenauer urged Moscow to account for about 1.5 million Germans still unaccounted in the Soviet Union, stating the figure reflects a humanitarian duty. He cited Tass reports of 3.5 million held in 1945 and noted the surprise Soviet repatriation announcement. The parliament session sparked walkouts by most Communist deputies.
Harold J. Gallagher president of the American Bar Association denounced the Soviet Union and its satellite states as destroyers of personal liberties during the Louisiana State Bar Association convention at the Franc es Hotel. He warned of a spreading socialistic trend, urged stronger local bar cooperation and compliance with constitutional rights while calling for civil education and ethical standards.
President Truman proposes government insured bank loans up to 25000 for five years to aid small businesses and urges expansion of the Reconstruction Finance Corporation with longer terms. He favors transferring RFC to the Commerce Department and creating investment companies to provide long term equity capital. The plan seeks self sustaining loan insurance and admin by the secretary of commerce.
President Truman agreed to let a Senate Foreign Relations subcommittee review secret State Department files on 81 individuals named by Senator McCarthy in his anti communism charges. McCarthy pledged to keep pressing for FBI access as he prepared a Chicago speech to be aired nationwide.
The United States delivered a Moscow note accusing the Soviet Union of disregarding international law in the Baltic Privateer case. Washington rejected Soviet claims of a previously spotted B 29 over Latvia and affirmed the American plane was unarmed and over open Baltic waters when shot down.
Alabama Democrats loyal to the National party defeated rebel states righters who bolted in 1948 and carried 11 electoral votes for Thurmond-Wright. Loyalists won a majority on the 72 member Democratic state executive committee, at least 37 seats, effectively ending the 1952 revolt and restoring control.
A six foot man claiming to be Governor John Bonner of Montana was held for six hours on a drunk charge after being found in a French Quarter club. He insisted the papers identifying him as governor were genuine and planned to address the interstate oil compact commission in Biloxi at 10 a.m. local time. The matter prompted separate calls between reporters, Biloxi officials, and the hotel where the man stayed.
Governor Dewey accused the Truman administration of tolerating spies and traitors and labeled the Fair Deal a gambler's scheme harming New York. He charged Democrats with ties to big business and cited funding from a Waldorf Astoria fundraiser as boosting the Republican campaign. He signaled no gubernatorial pledge beyond contesting in November.
A money-hungry son murdered his parents and two robbers killed a former airline radio man to steal his car for hold ups, all doomed to die. Camilo Leyra Jr and Raymond Mallard faced first degree murder convictions. John J. King and Richard Power convicted of murdering William Hope in Queens. Mallard received mercy recommendation.
Tokyo police say a Japanese man admitted to stabbing four girls to death and injuring a third, all victims walking with their boy friends. He reportedly told investigators he enjoyed watching the girls fall after the stabbings.
