Officials announce a charter talk aimed at a mission managed plan to be inaugurated soon. The plan outlines governance steps and timeline for implementation, with key stakeholders from local government and community groups.
Initial consideration of Monroe’s proposed city charter will finish in one or two hearings. A speaker list includes Wm H Allen and Gaylord C Cummin among others. Mayor Switzer may speak. The next hearing is tonight at City Hall with committee members present.
Recent recruits from the Monroe army recruiting station include Cato Barr of Monroe in the stevedore regiment of the quartermaster corps and two National Army units, Obie Posey of Winnsboro in infantry, Claud L. McKey of Monroe in the 33d Engineers, Bob Barnes of Dyersburg in the 20th Engineers, Archie Wise of Delaplaine in the 20th Engineers, Palmer Hardy in cavalry from Texas in infantry, Thos. Emerson of Bolivar in cavalry, and Wm. J. Eubanks of Rayville in cavalry.
Sheriff Grant returned from Shreveport with six Ouachita parish prisoners including Robert Sewall Eva Smith and Charlie McQuiller. Also jailed were Henry Bryant Jim Watkins J C Wells and wife on various charges. Judge Schulze united Walter Jones and Emma Hudson in marriage and licenses issued to several couples.
Organized labor gains a point with the city as the council reinstates C. B. Abbott to the city street car barn after a six day layoff. Dispute centered on union membership and a contract believed valid until July, with protests from non members. Abbott's return follows a Friday council meeting and aims to honor the contract.
From John Marshall, secretary of the Louisiana State Council of Defense, a telegram reports an enormous crowd expected at the war conference in Shreveport on March 14 and 15. National government speakers will attend, with urging for wide publicity and advance local accommodations. The conference follows Governor Pleasant's Monroe visit and a Birmingham meeting.
Secretary of Agriculture Tousonton will speak at the Shreveport conference with a similar session in New Orleans to follow. A hearing date of March 12 is set by Senator Fletcher for statements from the Southern Pine Association on timber supply for the government’s wooden shipbuilding program.

In Washington, the court of appeals reversed police court convictions of White House pickets, ruling silent sentinels at the White House were not unlawful unless unlawful purpose or acts are proven.

An explosion at the Armstrong Company steel mills in Fort Worth Texas killed two Mexican workers and injured several others. Officials say a crudely constructed bomb caused the blast and are continuing investigations.
The Associated Press dispatch from Washington reports a government call for ten thousand machinists mechanics chauffeurs and other skilled workmen needed immediately by the aviation corps.

Ouachita Parish Council of Defense plans a big patriotic parade likely for April 6 to launch the third Liberty Loan campaign. The idea may be endorsed by the Chamber of Commerce and Liberty Loan workers at forthcoming meetings this week. Friday’s Defense Council session is set for 11 in the city hall.
Official dispatches say Germany plans to occupy Finland as a preliminary to full occupation. Sweden protests the act and Aland Island status in the war zone. Germany claims temporary control to restore order and denies permanent possession. Five hundred Swedish troops remain on Aland. Tense conditions reported.
Associated Press reports Russian peace delegates at Brest-Litovsk accepted German terms halting the invasion of Russia. The accord demands Russian withdrawal from Asiatic Turkish provinces including Kars Hatoum and Karabachi. German forces counted 63000 prisoners and seized large war material as activity on the western front increased.

John F. Stevens reports to the State Department that Russians have begun destroying bridges on the Trans Siberian between Lake Baikal and China. The move could block Ambassador Francis’s arrival at Vladivostok as Japanese forces advance. The United States has not decided its role in Japan's Siberian intervention plan.
