He called for a navy, coast defenses, mobile army, mobilized resources, and universal male training under federal authority. He argued the United States must take its place among nations and not be isolated in world affairs.
James Wilbur of Chicago, an oil promoter with Mexico interests, was arrested in Houston on charges of burglaries and thefts in 21 Houston homes over the past 30 days.
