In Washington on March 2 the House backed restoring claims court review for up to 500000 in wartime property reimbursements. Congressman Mann clashed with Heflin and Clark over loyalty proof and sectional bias amid sharp exchanges and personal accusations on the floor.
Washington March 2 The Navy personnel board proposes promotion by selection for all officers above lieutenant, a 506 per cent rise in officers, creation of a war reserve list and restoration of the old rank of commodore. The plan seeks early command, broader promotion participation, and includes Marine Corps expansion to 2 per cent enlisted and 4 per cent officers of navy strength. It envisions war stations and graded pay for transferred officers and raises lieutenants and above from 400 to 720.

London dispatch reports four additional ship sinkings. Crews from three British smacks sunk in the North Sea reached Lowester. The Italian sailing ship Elisa is said to have been sunk.
Rome March 2 Italian Ambassador Macchi in Washington has been instructed to notify the United States government of defensive purposes only matters related to ongoing diplomatic discussions. The message signals caution and seeks to avert any missteps amid rising tensions.
Greenville North Carolina March 1 Italian merchantmen will keep armament for defense despite German and Austrian decrees. Meanwhile David Evans, a black convict who escaped two weeks ago after fatally wounding guard Joseph M Clawhorn, shot and fatally wounded Reddin A Smith, Pitt county camp supervisor, as a posse hunted him. Smith was brought here for treatment. Evans was last seen near a swamp and surrounded by hundreds of armed men pursuing him.

Lyman, arrested a few days earlier in St Petersburg Florida as the discovery of an alleged off stock swindle netted him over 300000, was brought back tonight in government custody. Deputy W D Vinzant says Lyman told him on the trip that if allowed six more weeks as John M Putnam and Company he would have cleaned up a million dollars.
The Russian steamer Alexander Wentzel was sunk near London on March 2. Eighteen crew members died in the disaster and eleven were rescued.
Dispatches from Montevideo say British cruisers intercepted a wireless message near the Brazilian coast claiming the German auxiliary cruiser Moewe was captured and taken to Trinidad Island. Some doubt remains on the vessel's identity with one account naming the German cruiser Roon.
Dolores and Rosario Diaz Rodriguez two sisters aged 15 and 17 were ordered deported to Spain by Judge Foster of the federal district court. He said investigations showed that homes alleged for the girls at Ft. Worth Texas were unsuitable. The sisters arrived in New Orleans January 27 from Vigo Spain on the steamship Louisiana.
Washington state department denied the prior death message for Grover C. Varn as false. An initial report of his murder near Durango City by Villa forces, based on a February 28 message, was retracted in a later notice denying the claim.
President Wilson told House Foreign Affairs Chair Fiood he would accept no compromise on the armed ship issue and urged a direct vote on a resolution warning Americans off belligerent armed ships.
