The Miss Louisiana Pageant 1970 kicks off tonight at 8 15 PM in the Monroe Civic Center theater with 31 contestants plus four visiting queens. The show features swimming and talent segments, production numbers, and a Greek set. finalists will be named Saturday for the Miss Louisiana title.
In Jersey City, Rafael Torres, 40, was arrested early today and charged with stabbing to death his wife Maria and six of their nine children. Police list victims as Lillie 9 Annie 10 Victor 11 Fay 12 Carrie 17 Ann 19 Maria 20, with son Raymond 15 wounded at Jersey City Medical Center.
Twin Cities CHIT CHAT reports Army Pvt Tommy L. Barker 21 son of Mr and Mrs Arthur G Barker of 409 Orleans St Monroe assigned to the 25th Infantry Division in Vietnam as a gas turbine engine and power generator mechanic. His wife Angie resides with the Barkers in Monroe. The elder Barker is city sanitation superintendent. Texas and Pacific Oil Co of Dallas and New York promoted C W Dodgen Sr to senior vice president. Dodgen is son of Mr and Mrs C W Dodgen Sr of 704 Roselawn, a Northeast Louisiana State College and LSU Baton Rouge graduate.
The river stages at Camden show a 6.5 rise and 1.6 fall with a 26 hour reading while Monroe records a 14.8 rise and 1 hour rise. Change indicates Camden falling while Monroe rising.
President Velasco announced a revolutionary land reform to expropriate private estates and foreign holdings including Cerro de Paseo and Casagrande. The law targets agrarian industrial cooperatives, affects U S and other foreign interests, and pledges no exceptions as resistance will not be tolerated.
Monroe reports record electricity and water use as early summer heat and drought push consumption. The city power plant delivered 91 300 KWH for an all time high, after 91 000 KWH the day before during 100 degree heat. Water delivery peaked at 20 million gallons per hour for Monday and Tuesday while 24 hour use averaged about 10.5 million gallons. Capacity now stands at 180 000 KWH with new plant additions and an open house planned to dedicate the upgrades.
Sen. Russell B. Long questioned Carl J. Gilbert's liberal trade views before the Senate Finance Committee and warned he may not want to serve as President Nixon's foreign trade adviser after the hearing. Gilbert, an attorney and former Gillette Co. chairman, has opposed quotas and favored reciprocal trade while backing a national trade policy.
In New York the Dow Jones stood at 878.62 after a 1.42 point rise at 1 p.m. as gains pared from an earlier rally. The broader market held gains while losses outnumbered by more than 300 issues, continuing Tuesday's technical advance.
Peru announced plans to nationalize all major land holdings, potentially seizing foreign owned properties including Cerro de Pasco mining lands and assets of W.R. Grace. The move signals a sweeping government action affecting foreign investments and Peru’s mineral sector.
The U S Weather Bureau reports partly cloudy skies and hot temperatures through Thursday with a slight chance of afternoon and evening thundershowers. A London coroner ruled Judy Garland died accidentally from a hazardous self overdose of barbiturates at her Chelsea home. The inquest found no alcohol, no suicide intent, and noted a long pattern of barbiturate use. Mickey Deans testified Garland had rarely drunk and took sleeping pills since childhood.
Dutch scientists say an insecticide may have poisoned the Rhine killing millions of fish and threatening water supplies in Dutch and German cities. West German officials remain unsure of the poison’s origin as dead fish appear along a 12 mile stretch between Bingen and St. Goarshausen in Rhineland-Palatinate.
Saigon reports the transfer of 64 armed river patrol boats worth 18.2 million dollars to South Vietnam as part of de-Americanizing the war. Gen. Abrams says Vietnamese crews will patrol the Mekong Delta. the ceremony marks the shift of 800 U.S. crew to other roles.
Hundreds of American led South Vietnamese commandos were flown in to reinforce Ben Het Special Forces camp amid North Vietnamese threats. A brief 15 minute firefight occurred with no allied casualties. A second clash near Highway 512 left one Vietnamese soldier dead and four wounded.

Raymond Johnson, a 22 year old Panther lieutenant from Alexandria Virginia, said in Havana that he and other members are isolated and imprisoned in Cuba and unable to organize the group. He warned of possible arrest while describing labor camps and repeated detentions. The Panthers seek U S protest over treatment of members and demand access to Cuban missions. Johnson previously hijacked a National Airlines jet to Havana on Nov 4 1968 and served 21 days in jail.
The Senate approved a 31 day extension of current income tax withholding based on the 10 percent surcharge. The measure was attached as a rider to a House tariff bill and sent to the House for action. Senate leaders pushed for quick approval while considering a further 90 day extension if needed.
White House press secretary said Nixon did not err in remarks on hopes for U S troop withdrawals in Vietnam and a response from the other side. Ziegler noted the president’s statements were preplanned and that the public's reading of a 1970 withdrawal pledge reflected his intended results oriented approach.
