Beirut radio says the Kremlin ordered urgent action to aid Palestinian guerrillas and Lebanese Muslims against Christian and Syrian forces. Alexander Soldatov conveyed the plan to Yasir Arafat and Kamal Jumblatt, seeking Syrian troop and tank withdrawal from Lebanon.
Monroe Mayor W. N. Jack Howard was authorized to sign all civic center and Twin City Queen contracts by city council action. The move repealed a prior ordinance granting former director Mickey Yerger signing power and clarified the Civic Center commission’s advisory role to the city council.
