Study Committee On Nuclear Policy For NATO Proposed
PARIS AP The United States proposed a four or five member NATO committee to study nuclear policy and procedures to give allies a bigger voice in decisions. McNamara told defense ministers the group would meet as needed to expand Allied participation in planning use of strategic and tactical forces and quick consultation methods such as hot lines. He noted this aims to increase nuclear participation beyond proposals for multilateral or Atlantic nuclear forces, which France opposes.

Other business included a failed bill to double monthly legislator expenses and a Senate move to raise per diem for police jurors.
