Soviet forces move toward the border and troop deployments heighten tension as diplomatic channels with Nanking escalate amid growing military pressure. Beijing and Moscow exchange warnings while international observers monitor the strained relations and possible talks.
Tokyo reports diplomacy seeks to avert war amid reported Russian and Chinese troop movements near Manchuria. Unconfirmed Chinese press claims say Russian troops crossed the Amur but were repulsed. Moscow declares a break in relations with China's nationalist government as pages continue.
Flood data lists 24 hour stage changes for Mississippis and Ohio rivers with rises at Kansas City and New Orleans easing after highs. Several stations including Little Rock and Shreveport record falls while others show minor increases with varying feet and tenths changes in stage levels.
Johnny Washer a 17 year old farm tenant on the W. W. MacDonald property nine miles south of Monroe accidentally shot his mother Mrs Felix Washer about 40 in the dark believing she was an intruder. Sheriff Milton Coverdale and Coroner C P Gray found no investigation needed. The youth, grief stricken, alerted neighbors and a doctor but Mrs Washer died within an hour. Funeral set for Colfax with surviving husband two sons two daughters and other relatives.
The Rayville Folk school enters its fourth day with two talks by Dean W R Dodson of the government experiment station at Jeanerette on culling and cow testing and the influence of the plow on industry and commerce. Senator Ransdell spoke yesterday on flood control and agricultural possibilities, urging confidence in the Jadwin plan and stressing farm advantages. Recreational additions were made at the high school and a story telling session entertained both adults and children.
Governor Albert C. Ritchie of Maryland told the governors at New London that crime, not Prohibition enforcement, is the nation’s problem. He argued enforcement should be a state federal matter, noting Maryland courts already avoid Prohibition cases and that crime in general has fallen as states focus on other offenses.
Federal money arrived to stabilize Florida banks amid a wave of closings. About $5 million in cash was flown in from the Atlanta Federal Reserve, with a federal official pledging “all the money needed” to restore public confidence. In two days 23 banks suspended operations, with deposits totaling over $22.5 million and six banks closed today in the region. A currency depot was approved for Tampa and another for Miami.
New London Conn July 18 Governor George H Dern of Utah was re elected chairman of the executive committee of the conference of governors. Others named include Governors Hammill Ritchie Trumbull and Gardner. Christianson was re elected treasurer and former Governor Hardee secretary. Salt Lake City Utah chosen for the 1930 conference with date to be announced later.
Washington July 18. Mary Anderson chief of the women's bureau says married women who work outside the home should be included in the federal census of employment. She notes married women do not work for pin money and their earnings go into the family budget.

In New Orleans on July 18 police probed two apparent self inflicted deaths in the French Quarter. Mrs. Arthur Mollica 25 was found dead with a pistol in her head at the Royal Street apartment clutching the weapon as a child she cared for slept nearby. At Dumaine Street riverfront the coat hat and glasses of Sidney Hess were found suggesting he jumped into the river though no body was located and a note asked his divorced wife be notified.

James Talbert a 45 year old Richland Parish resident died after a Dixie Overland Highway crash near Rayville. His 13 year old son James Jr survived with minor injuries as bystanders freed them from the overturned light roadster. Funeral services were held at the Baptist church in Mangham with burial in the local cemetery.
The state banking department said the Bowling Green State Bank in Bowling Green Florida failed to open today bringing to sixteen the number of bank closures in the state over the past two days. It had capital and surplus of 34000 and deposits of 300907 with assets 425168.41. Bowling Green lies on the Hardee Polk county line south of Bartow.
The Cornstalk Products company plans to erect a $1,500,000 paper and cellulose plant near New Orleans to use cornstalks cottonseed rice straw and bagasse. Experts survey raw material supply and transportation facilities to assess feasibility.
At New London Connecticut on July 13 the 2let governors conference did not vote on endorsing or opposing Dr. Wickersham’s prohibition enforcement recommendations. Governor Richards led a push to table the matter though most governors favored the recommendations and several noted the eighteenth amendment does not compel enforcement.
In Oak Grove Louisiana on July 18 speculation grows that legal action challenging the recall election against Representative D. F. Edwards will be filed. Edwards reportedly traveled to Baton Rouge to discuss filing. The recall margin was 37 votes with polls closing at 6 instead of 7. Officials have not set a date for promulgation of returns, which must happen within ten days.
A Colorado rail accident injures many with passengers trapped in a chair car. Rescue teams work to vrije victims as the train derails or collides amid ongoing investigations by local authorities.
A westbound Rock Island Colorado Express plunged through a weakened bridge after a cloudburst near Stratton Colorado. Eight dead and over twenty injured as flood waters swept the submerged car and wreckage. Rescuers delayed by rising water, bodies to be recovered when safe. Morris Gest, on board, aided in rescue and sent notes to the Denver Post.
